SHILLONG, FEB 11: “National Population Register (NPR) does not ensure citizenship to anyone nor give any individual the right to consider themselves as citizens of India,” said East Khasi hills deputy commissioner Sanjay Goyal while clarifying on queries raised by several organizations at the Awareness and Sensitization programme on National Population Register (NPR) and capture of Biometrics, organized by the district administration at U Soso Tham auditorium on Wednesday.
In a very broad presentation about the significance and benefits of NPR and capture of Biometric, Goyal said that NPR create a comprehensive identity database in the country with full identification and other details by registering each person, help in better targeting of the benefits and services under various government schemes/programme, improve planning and security of the country and prevent identity fraud.
Goyal also deliberate at length about the linkage of NPR with various schemes like banking insurance services, students scholarships, registration of births and deaths, registration of land property shares, all government schemes like MNREGA, rural housing, various pensions, PMEGP, admission in schools, colleges and hostels, health and medical services, food security, PDS and many more.
Informing that the biometric data collected in NPR, which includes photographs, ten fingerprints and Iris of usual resident of 5 years above will be sent to UIDAI for de-duplication and issue of Unique ID Number (Aadhaar No.), Goyal said that NPR will have three elements-the demographic data, biometric and Aadhaar (UID No). For this, he stressed on the importance of the involvement of the headmen and nokma at the locality level to ensure full coverage in the NPR process and also to supervise and authenticate the data collected from residents.
The NPR is not a new enumeration, but it has been done in 2010 side by side with the census operations to collect details of all usual residents in NPR schedules along with 1st phase of 2011 census. After opposition from various sections of society, the process was kept in abeyance. Goyal expressed hoped that the sensitization programme has cleared the doubts of the public and that they are willing to get themselves enrolled in the 2nd phase which he expects will commence soon.
Goyal also said that similar programme will also be organized in the rural areas and based on the feedbacks received from all sections, the report will be submitted to the government for taking necessary steps.
While taking notice of the opinions, doubts and views shared by members of the public, Goyal and officials from the census operations, Meghalaya, clarify on all issues with regard to identification of illegal migrants, confidentiality of information collected and role of the headmen in the entire NPR process.
The sensitization programme was also attended by officials from the Census Operations, Meghalaya, Superintendent of Police, East Khasi Hills, CEO, Municipal, members of the public including representatives of socio-cultural group, religious group and non-governmental organizations including the Khasi Students’ Union, Synjuk ki Seng Samla Shnong, Hynniewtrep National Youth Front, Federation of Khasi Jaintia and Garo People and others.- By Our Reporter
