SHILLONG, JUNE 13: Meghalaya government has constituted a State Level Standing Committee (SLSC) to check the activities of the various militant outfits operating in Garo hills and also Khasi hills.
Meghalaya home minister Roshan Warjri informed the Assembly on Friday, “The SLSC headed by the chief secretary was constituted to check into the activities of the various militant outfits operating in the state with a view to obtain proper co-ordination between the state police, security forces, para-military forces and intelligence agencies deployed in Meghalaya.”
Replying to a cut motion by NPP legislator James K Sangma, Warjri said the committee discusses issues relating to proper-coordination for counter insurgency operation against the various militant outfits.
Informing that counter insurgency operations is continuing in the government’s effort to bring peace and normalcy, Warjri said, “A subsidiary Multi Agency Centre (SMAC) has also been set up at state’s capital with a view to activate the intelligence machinery for credible intelligence gathering from multiple sources.” She also added that the SMAC held meetings at regular intervals under the aegis of subsidiary intelligence bureau.”
Warjri informed that a SMAC control room equipped with modern communication facilities has been functioning at special branch headquarter and a 24X7 control room has been set up for collection and sharing of information.
Warjri also said that effective day to day co-ordination with Assam for checking activities in the border areas have also been stepped up and the over ground workers, supporters or financiers were also identified and legal actions were also taken against them.
Warjri informed that the recent 15 paramilitary forces sent by MHA were deployed in the militancy infested areas of five districts of Garo Hills besides West Khasi Hills, South West Khasi Hills and even East Khasi Hills for tackling militancy problems.
Informing that under the scheme for modernization of state police forces, the union government provides grant for procurement of vehicles and various equipments for modernization of the police department which include mobility, weaponry, training, communication system and others.
Giving out details she said during 2006-07, Meghalaya falls under the category-A where the state was eligible for 100 per cent funding by the centre. She said, “However, with effect from 2012-13, the Ministry of Home Affairs (MHA) has revised the funding pattern which the states falling under category-A are made to contribute 10 per cent share towards the scheme on 90/10 sharing basis.”
Warjri also said during 2011-12 to 2012-13, the centre sanctioned Rs 1.17 crore for mobility, Rs 1.27 crore for weaponry and the department is utilizing the funds to the optimum for modernization of the police department.
Earlier, NPP legislator James K Sangma had expressed concern over the failure of the government to utilize the funds under MPF. He also requested the home minister to ensure that human rights violation and highhandedness are prevented and checked whenever the government deploys such paramilitary forces in the state.- By Our Reporter
