SHILLONG, MAY 1: Raliang circle of the Hynniewtrep National Youth Front (HNYF) threatened to seek court intervention against the failure of the Jaintia Hills Autonomous District Council (JHADC) to issue Utilization Certification (UC) of scheme implemented at Rs 3 crore.
“We will soon file a petition in the court against the JHADC for its failure to follow norms and procedures while implementing the schemes which involved an amount of Rs 3 crore,” HNYF-RC president Donbok Dkhar told reporters at a news conference on Thursday.
The threat came following RTI findings on the sanction and release of the gratuity relief and discretionary grants by the JHADC.
According to RTI report, the amount sanctioned by the JHADC for the schemes (gratuity relief and discretionary grants) for the financial year 2009 till 2013-14 is Rs 3 crore per year.
Quoting the RTI findings, Dkhar said, “It had clearly indicated that there are no such notifications or utilization certificates issued by the council for the sanctioning and releasing of the gratuity relief and discretionary grants and copies of the same are not available.
“Implementation of such schemes which involve funds of Rs 3 crore without issuing the utilization certificate or notification, is not acceptable as this will only give rooms for corruption and malpractices,” he said.
The JHADC refused to provide the organization with the list of beneficiaries. Dkhar said, “The excuse given by the council for its inability to provide the list of beneficiaries is that the information sought are bulky vague and unspecific.”
The HNYF – RC also sought removal of the PIO in charge of finance and accounts officer of the JHADC, B Sana, for alleged manipulation of the report of the RTI filed a local resident of Khliehtyrshi.
“Four beneficiaries including Jes Sana, G Sana, Greeha Sana and S Phawa received by him (Sana) during 2013-14 were never revealed in the RTI report filed by one A Dkhar ,” Dkhar said. – By Our Reporter
